Patrick Moylan MBA PMP, Director of Operations

Patrick was specially chosen to serve as the Operations Director at the National Bio and Agro-Defense Facility (NBAF), overseeing the Animal Plant Health Inspection Service (APHIS). He brings a genuine passion for creating a state-of-the-art laboratory environment—one that emphasizes continuous improvement, operational excellence, and adaptability—always with safety, efficiency, and quality at the forefront. Patrick’s leadership is deeply rooted in a commitment to supporting the facility’s mission: providing reliable, safe, and compliant services that enable groundbreaking scientific research and innovation.

Patrick joined NBAF in 2021, Patrick dedicated himself to managing vital functions—covering safety, health, environmental management, training, document control, and lab support services to ensure everything runs smoothly. His hands-on approach and unwavering dedication help foster a workplace where science can thrive.  

Before joining NBAF, Patrick spent 16 years at the Plum Island Animal Disease Center (PIADC), managed by the Department of Homeland Security’s Science & Technology Directorate. There, he served as the Director of Operations, responsible for the entire island, and as a Program Manager he managed a $450 million Operations and Maintenance contract—always with a focus on safety, security, and reliability. His leadership ensured that the lab remained a safe environment for critical research and national security.

Patrick’s journey reflects a deep-rooted passion for his work and a lifelong commitment to excellence. He holds a Bachelor of Science in Mechanical Design, an MBA, and is a certified Project Management Professional (PMP). He’s also experienced as an ISO-9001 Quality Assurance Lead Auditor and has earned a Yellow Belt in LeanSix Sigma.

With over 30 years of experience in operating and maintaining large research facilities, Patrick’s background is as diverse as it is extensive. His career began in the U.S. Navy’s nuclear power program and includes key roles at renowned institutions such as Brookhaven National Laboratory at the High Flux Beam Reactor and the National Synchrotron Light Source. Throughout his career, his focus has always been on supporting the scientific community—creating safe, efficient environments where innovation can flourish and discoveries can be made. For Patrick, it’s all about making a difference—helping science serve the world better every day.

Patrick has distinguished himself as a sought-after speaker at numerous conferences on Integrated Program Management (IPM), consistently captivating audiences with his expertise. As the DHS lead pioneering this groundbreaking concept, Patrick has been at the forefront of revolutionizing contract management. IPM seamlessly integrates proven project management principles, earned value management, and ISO 9001 quality standards—setting new industry benchmarks. This innovative operational paradigm has achieved outstanding success at the PIADC, demonstrating Patrick’s visionary leadership and the transformative power of his approach.
